It will provide the data the guarantor needs to assess risk and determine the value of the guarantee, and the data the financing partners need to inform their loan allocation for Kenya. The focus is on clarifying the "how much" and "how many": the scale of financing the market can absorb, the number of households and enterprises that could be reached, and the affordability gap the guarantee would need to close. The objective of this consultancy is to produce a desk review assessment that gathers, analyzes and consolidates existing documentation and data to inform: •The scale of financing required and the size of the addressable market (the "how much" and "how many") •The affordability gap and the implied value of the guarantee required to unlock lending •The recommended scope and scale of the SPF in Kenya.
