**ABOUT THE ORGANIZATION:** Operation PAR, Inc. is a non-profit organization offering the full continuum of services for individuals with substance use and/or mental health disorders. PAR has been providing comprehensive behavioral health treatment in west Florida since 1970 through advocacy, education, clinical services, and research. **BENEFITS:** - 9 paid holidays per year - 3 weeks of PTO per year (on top of holidays). PTO increases to 4 weeks/year after 2 years of employment, and then to 5 weeks/year after 5 years of employment. - Medical/Dental/Vision/Life Insurance - 401k matching - Tuition reimbursement - Continuing education, reimbursement for professional certifications, licensure and qualified supervision. **GENERAL DESCRIPTION** **:** The Director of Accounting and Finance will lead daily accounting functions, compliance practices, and financial reporting mechanisms. This leader bridges day-to-day transactional accounting with high-level financial strategy to optimize organization-wide health. This position works closely with executive leadership, program directors, and funding agencies to ensure financial accountability, fiscal integrity, regulatory compliance, informed decision-making, and responsible stewardship of grant and donor funds. The ideal candidate brings experience in non-profit fund accounting, healthcare billing (Medicaid/commercial insurance), and federal/state grant management. **KEY RESPONSIBILITIES:** **Financial Leadership** - Direct daily accounting and financial operations in accordance with Generally Accepted Accounting Principles (GAAP). - Assist in developing and monitoring the organization's annual operating and grant budgets. - Provide financial analysis and recommendations to the Chief Financial Officer. - Manage cash flow. - Participate in the annual review and revision of financial policies and internal controls. - Prepare monthly financial statement packages (P&L, Balance Sheet, Cash Flow) with detailed variance explanations Chief Financial Officer. **Grant and Fund Management** - Direct accounting for federal, state, local, and private foundation grants. - Ensure compliance with grant agreements, Uniform Guidance (2 CFR Part 200), and applicable funding regulations. - Monitor restricted and unrestricted funds using fund accounting principles. - Assist with financial reports required by grantors. - Assist with grant proposal budgets and budget modifications. **Accounting and Compliance** - Direct accounts payable, accounts receivable, payroll, general ledger, purchasing, fixed assets, and month-end/year-end close. - Serve as primary liaison for annual independent financial audit, single audits (OMB Uniform Guidance), IRS Form 990 and Form 5500. - Develop and maintain procurement policies in compliance with federal, state, and local regulations. - Ensure compliance with federal, state, and local regulations. - Maintain documentation supporting grant expenditures and financial reporting. - Manage indirect cost allocations and cost recovery methodologies. - Ensure all financial operations completely respect HIPAA privacy frameworks when cross-referencing patient billing records with accounting systems. - Maintain and optimize rigid internal control systems to protect organization assets and minimize financial risk. **Leadership and Administration** - Supervise, mentor, and evaluate a lean, high-performing accounting team (including purchasing, accounts payable, accounts receivable, and payroll staff). - Direct human resource related financial processes, including benefit package allocations, retirement plan contributions, and payroll integrations. - Foster a culture of accountability, transparency, and continuous improvement. - Support strategic planning and organizational sustainability initiatives. **REQUIRED QUALIFICATIONS:** - Bachelor’s degree in accounting, Finance, or related field required. - Minimum of seven years of progressive financial management experience with at least thr…
