Our client based in Nottingham is seeking an experienced Commissioning Officer to support the strategic development, commissioning, and delivery of Adult Social Care services. This is an exciting opportunity to play a key role in shaping services across Day Opportunities, Carers Support, and Prevention Services, helping to ensure vulnerable adults and their carers can access high-quality, sustainable support that promotes independence and wellbeing. The successful candidate will work within a fast-paced, project-led environment, leading and supporting complex commissioning projects from conception through to implementation. You will be responsible for building strong relationships with providers, stakeholders, health partners, service users, and carers, ensuring that services are designed through meaningful co-production and informed by local needs, market intelligence, and statutory responsibilities. What will your responsibilities be? Leading and supporting commissioning projects across Day Opportunities, Carers Services, and Prevention initiatives from design through to implementation. Managing multiple projects simultaneously, ensuring delivery against agreed milestones, timescales, budgets, and strategic objectives. Applying agile and project management methodologies to respond effectively to changing service priorities and commissioning requirements. Building and maintaining strong relationships with service providers, health partners, community organisations, service users, carers, and other key stakeholders. Promoting co-production approaches to ensure services are designed and developed alongside people with lived experience. Utilising market intelligence, demographic data, and needs assessments to identify service gaps, forecast demand, and inform commissioning priorities. Designing innovative service specifications that promote prevention, early intervention, independence, and improved outcomes for adults and carers. Preparing and maintaining high-quality project documentation, including project plans, equality impact assessments, options appraisals, business cases, and commissioning reports. Contributing to market shaping activities to support the development of a diverse, sustainable, and high-quality Adult Social Care market. Supporting procurement activity, provider engagement, contract mobilisation, and service implementation. Monitoring provider performance, evaluating outcomes, and ensuring services deliver value for money and compliance with quality standards. Working within relevant legislation, policy, and statutory guidance, including the Care Act 2014 and associated commissioning responsibilities. Qualifications and Experience: To be successful in this role you must have; Relevant qualification in Commissioning, Project Management, Public Sector Management, Health & Social Care, or a related field. Experience: Significant experience within Adult Social Care commissioning, service development, transformation, or project management environments. Adult Social Care Knowledge: Strong understanding of Day Opportunities, Carers Services, Prevention, and Early Intervention agendas. Legislation Knowledge: Good working knowledge of the Care Act 2014, particularly in relation to market shaping, prevention, and support for unpaid carers. Project Management: Experience applying project management methodologies such as Agile, PRINCE2, or equivalent frameworks. Market Development: Experience of market engagement, service design, procurement support, contract monitoring, and performance management. Data & Analysis: Ability to interpret needs assessments, performance data, demographic information, and market intelligence to inform commissioning decisions. Communication Skills: Excellent stakeholder engagement, report writing, presentation, and influencing skills.
