LEAP Program Description Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries. The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country. About the Position The Senior Procurement Supply Chain Management – HIV (PSCM-HIV) Advisor will support Indonesia's National AIDS Program (NAP) in delivering life-saving humanitarian assistance and service delivery in full alignment with the new Presidential Executive Order directives. The Advisor's primary focus is to provide high-quality technical support for direct service delivery, with a special emphasis on strengthening procurement and supply chain management of HIV drugs and commodities to ensure uninterrupted, quality prevention, testing and treatment services for people living with and at risk of HIV. The Advisor will support the NAP on all HIV-related procurement and supply chain management matters, identify programmatic bottlenecks and facilitate solutions through coordinated technical support, working closely with the Ministry of Health (MOH), Global Fund, U.S. Department of State (U.S. DOS) partners, and other stakeholders. In collaboration with the Pharmaceutical and Medical Devices Directorate, the Advisor will support the NAP in quantification and procurement of HIV commodities, ensuring the provision of high-quality drugs and diagnostics and strengthening the quality assurance system. The Advisor will report to and receive technical direction from the NAP Manager (onsite manager) and will work in close collaboration with the U.S. Embassy Jakarta Health Foreign Assistance Unit. The Advisor will be based at the NAP within the MOH, receive direction from the NAP Manager, and report monthly to both the NAP and the U.S. Embassy Jakarta Health Foreign Assistance Unit in Indonesia. Responsibilities Strengthen the NAP capacity in procurement and supply chain management of HIV health commodities: Provide technical support to the NAP, particularly the NAP Supply Management team, on all HIV-related supply chain management matters. This includes regular monitoring of national stock-on-hand and stock status at the health facility level, tracking commodity consumption data and trends, and supporting the quantification of HIV drugs and laboratory consumables for procurement purposes, including product specifications, supply plans, and storage and distribution plans. Provide technical support to strengthen HIV/AIDS supply chains at the central level and in priority provinces, including data collection and analysis, tracking of performance indicators, and training in SIHA 2.1 or other relevant systems used to manage the availability of HIV commodities.
