The City of Richmond’s of **Housing and Community Development** is currently seeking a highly motivated **Senior Manager**, under the general supervision of the Department Director, is responsible for to provide leadership and management over the Housing Finance and Development programmatic functions, including all First and Second Tranches of ARPA housing development and preservation projects, the City’s Healthy Homes Program, and the City’s Affordable Housing Bond, as well as HOME-ARP projects, while maintaining a collaborative partnership with any 3rd Party Vendors, i.e. LISC and other associated bond projects is their portfolio. This position will have supervisory responsibilities for three (3) Senior Project Development Managers and one (1) Project Development Manager. - Works closely with the Department Director and other members of the senior management to accomplish the affordable housing goals of the department; using the City’s Equitable Affordable Housing Plan as a guide helps grow and maintain a pipeline of affordable housing projects. - Provides sound advice on all programmatic processes relating to affordable housing finance and development and/or preservation activities and the alignment of all funding sources; ensuring the efficient management of all associated resources. - Leads a team of three (3) Senior Project Development Managers and one (1) Project Development Manager Responsible for the coordination of the division personnel needed to support all open projects. Monitors subordinates’ compliance with regulations, procedures, and effective management practices; leads subordinate managers in enhancing productivity. - Establishes and ensures utilization of appropriate and efficient project monitoring tools which will ensure best practices are followed for the monitoring of all of the City’s affordable housing development and/or preservation projects, as well as new Bond projects. - Develops all NOFAs or RFPs relating to ARPA, Bond-funded, and other projects. Analyzes all requests for City funding for soundness; performs underwriting reviews and ensures that deals are structured correctly to meet investment program requirements. Collaborates with the City Attorney’s Office on all ARPA and Bond projects’ development agreements. - Provides assistance to the Director on RRHA/City collaborations, including the Creighton Court, Highland Grove, Mosby Court, Gilpin Court redevelopment projects, etc. Provides advice to the Director regarding the resolution of sensitive issues relating to affordable housing development projects - Collaborates with the Deputy Director on the completion of the remaining Affordable Housing Trust Fund housing development projects (those that are of a construction or rehabilitation nature). - Assures compliance with all applicable Federal, State, and local regulations and requirements. - Participates in the development of the Department’s Strategic Plans; presents updates and provides reports on the affordable housing projects, as required. - Attends various public/business meetings with the Director as necessary, regarding the City’s Housing Finance and Development initiatives; follows up as appropriate; - Performs other related duties as assigned. ***Job Competencies:*** - Mastery knowledge of the principles of general management, public and business administration housing finance, real estate development, and their application in government - Expert in Housing Finance, Affordable Housing Development, and Rehabilitation - Demonstrated experience managing housing development projects, land acquisition and disposition, planning and development, design, construction, and financing - Mastery knowledge of affordable housing programs and governing federal and local laws and regulations - Advanced leadership, management, and communication skills ***Education and/or Experience:*** - Bachelor’s Degree (Master’s degree preferred) from an accredited college or university with an emphasis in public…
