**Resident Manager** Civic Center Apartments — Richmond, CA | Affordable Housing (50 Units) *Novin Property Management LLC* ## About Novin Property Management LLC Novin Property Management LLC (NPM) is the property management affiliate of Novin Development Corp., specializing in affordable housing, workforce housing, supportive housing, mixed-income communities, and transit-oriented developments throughout California. ## Position Overview The Resident Manager is responsible for the day-to-day operations of Civic Center Apartments, a 50-unit affordable housing community in Richmond, CA. This includes coordinating physical maintenance and upkeep, performing administrative and clerical tasks, supporting leasing and occupancy, ensuring affordable housing compliance, and maintaining positive resident relations in accordance with all applicable rules and regulations. This role requires strong interpersonal skills and the ability to relate to diverse populations. The Resident Manager must exercise independent judgment and discretion—including when and how to delegate responsibilities—and must understand the unique features of the property and its residents in order to manage it effectively. The Resident Manager is expected to maintain the company’s high standards of professionalism and service to residents and the surrounding neighborhood, providing a safe, well-managed living environment that meets the company’s goals and objectives. **Residing onsite is optional, not required. After 6 months of continuous employment, the selected candidate has the option to move into the onsite one-bedroom manager’s unit free of charge.** ## Key Responsibilities - Collect rent and serve late notices as needed, and/or delegate the same - Ensure compliance with proper procedures and regulations for applicant certification and annual resident recertification - Coordinate timely maintenance and repairs of the property, and direct the work of maintenance staff - Interview prospective residents and assist with leasing, move-ins, move-outs, and occupancy to determine eligibility under applicable local, State, and Federal income requirements - Maintain resident, maintenance, and vendor filing systems and records - Keep inventory of office and maintenance supplies - Coordinate and oversee the work of contractors and vendors, including approval of services and associated invoices - Conduct annual unit inspections and ensure compliance with regulatory agency standards, including remediation for any units that do not meet requirements - Provide excellent customer service to residents, neighbors, and vendors - Coordinate resident community meetings and resident activities - Coordinate with supportive service providers and housing partners, including onsite services teams, to support resident needs - Attend annual trainings and apply them to ensure compliance with the Fair Housing Act and affordable housing regulations - Use independent judgment and discretion to handle after-hours emergencies - Execute other projects as assigned ## Qualifications - Minimum of two years of property management experience; affordable housing experience strongly preferred - Excellent communication, interpersonal, and customer service skills, with the ability to relate to diverse populations - Strong computer skills, including MS Word, Outlook, and Excel; Yardi experience a plus - Excellent organizational skills, attention to detail, and follow-through - Able to work independently, prioritize tasks, and meet multiple deadlines - Valid California driver’s license and required insurance - Trauma-informed approach, with experience working with previously unhoused populations preferred - Willingness to reside onsite is a plus, but not required (optional onsite unit available free of charge after 6 months of continuous employment) ## Preferred Qualifications - HUD, HOME, State affordable housing program, and tax credit compliance experience - Knowledge of property maintenance and physic…
