Assists in a variety of assignments from the simple to the moderately difficult in the implementation and coordination of county-wide recycling, reuse and waste reduction programs, including demonstration projects and educational promotional and informational activities; and performs other related duties as required. Distinguishing Characteristics: This class differs from the Recycling Specialist I in that the Recycling Specialist II performs selected assignments under close supervision requiring some application of the principles, techniques, and concepts pertinent to the County's recycling, reuse, and waste reduction programs; whereas the Recycling Specialist I performs as a trainee in learning the principles, techniques, methodology and work processes pertinent to the County's recycling, reuse, and waste reduction programs, projects and activities and receives specific instructions and follows well established practices while performing assignments. This class differs from the Recycling Specialist III in that the Recycling Specialist II performs selected assignments under close supervision requiring some application of the principles, techniques, and concepts pertinent to the functional area assigned; whereas the Recycling Specialist III independently performs the full range of developing, implementing, and monitoring recycling, and waste reduction programs predominately of a moderately difficult nature.The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position. Under close supervision and following specific instructions, organizes, develops, implements and monitors routine existing and proposed recycling, reuse and waste reduction programs, demonstration projects, and educational and promotional activities; disseminates pertinent materials to schools, community groups and associations; conducts routine feasibility and system design studies through on-site investigation of facilities; establishes and monitors accounts relative to each program; processes registration forms and license applications; verifies qualifications and secures compliance agreements; establishes and maintains databases related to routine recycling, reduction and reuse projects and programs; compiles and evaluates data and statistics; conducts research; responds to routine recycling related queries from business, community organizations and the general public; and prepares correspondence and reports. More difficult assignments given upon satisfactory completion of tasks. Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a major in business or public administration, urban planning, civil or environmental engineering, environmental science, public health, psychology, sociology, or a related field and one (1) year of experience in the implementation and coordination of a recycling, waste reduction, waste recovery or comparable program. License Requirement: Possession of a valid motor vehicle operator's license. (Type 3). Knowledge of: principles of psychology, sociology and human behavior; a professional knowledge of recycling, reuse, waste reduction, and waste recovery trends and developments; government and community organizations and functions; principles and techniques of preparing informational and educational materials; publicity methods and media; research methods and techniques; computer and report writing skills. Ability to: communicate effectively both orally and in writing with various segments of the public; develop and maintain effective working relationships with various private, governmental and community organizations; develop and coordinate recycling informational, educational, and promotional activities; understand and communicate techn…
