Under general supervision, to perform feasibility studies, negotiations, relocation and housing studies, environmental studies, property disposition, property development, title examining, real property market opinions, research and evaluation, and other functions relative to acquiring, managing, leasing, and disposing of real property. The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed. - Performs office and field work involved in the acquisition and disposal of real property for public use; - Conducts negotiations for interests in complex or higher-valued properties; - Prepares reports for the purpose of acquiring, managing, leasing, or disposing of real property, both entire and partial takings; - Prepares specialized legal documents for acquisition, property management, and other agreements as required; - Negotiates for or prepares leases, bid proposals, deeds, reconveyances, quitclaims, licenses, agreements for purchase, resolutions, or other necessary actions; - Gathers information from the offices of the Assessor, Clerk-Recorder, and title offices, as well as from all other real estate sources; - Examines and interprets title reports; - Manages, leases, and disposes of real property; - Secures and assists in the preparation of data and directs the preparation of maps for use in condemnation proceedings or other acquisition transactions; - Prepares and negotiates joint venture agreements with private parties; - Prepares cost estimates for relocation of improvements; - Plans and manages County space use and needs; - Develops and oversees complicated bidding and proposal procedures; - Provides relocation assistance to displaced homes and businesses, including soliciting and monitoring bids for moving relocatees; - Makes recommendations for the selection of real property appraisers and other professional consultants; - Directs and reviews the work of professional consultants conducting environmental impact studies and real property appraisals; - Prepares or reviews environmental impact reports and related documents based on knowledge of all applicable laws and guidelines; - Develops and delivers written and oral presentations; - Prepares various reports and correspondence; - May engage with commercial landlords to provide maintenance, repairs, and other services to County occupying departments, including working with the landlord, property managers, County Building Operations, and direct procurement; - May serve as a liaison between the County and its tenants, and may be responsible for managing various aspects of the landlord-tenant relationship; - May assign, lead, or train subordinate employees on a project basis; - May be assigned as a Disaster Service Worker (DSW), as required\*; - Performs other related duties, as required. Sufficient education, training, and experience to demonstrate the ability to perform the above tasks, plus the possession and direct application of the following knowledge and abilities: **Training and Experience Note:** The required knowledge and abilities are attained through training and experience equivalent to a Bachelor’s degree. Relevant analytical, administrative, lead, supervisory, or management experience that includes interpreting rules and regulations, gathering data and formulating recommendations, and report writing can substitute for education on a year-for-year basis; and Two (2) years of full-time experience in negotiations for the acquisition and disposition of real property, including the management of real property for commercial and/or public use. **Special Requirements** - Ability to travel to alternate locations in the course of work.
