Position Description The Quality Control Manager is responsible for managing and performing the daily quality control responsibilities of specific projects to ensure the project is constructed in accordance with the contract. Responsibilities - Oversees all aspects of the construction project, from planning to implementation. - Provides leadership in quality control issues. - Implements, maintains and manages Quality Control plan and policies. - Conducts quality control inspections, maintains a record of inspections and ensures all reporting is accomplished. - Allocates resources for assigned projects. - Supervises onsite personnel and subcontractors. - Reviews all submittals, maintains an updated Quality Control Plan onsite and performs the three phases of control on each DFOW (Preparatory, Initial and Follow-up activities). - Ensures all construction is completed per approved drawings and specifications and complies with the scope of work. Defines corrective measures for problem areas. Immediately stops any segment of work that is not in compliance with plans and specifications and replaces any defective work. - Maintains current as-built drawings, showing all deviations made from the contract drawings on a daily/weekly basis. - Manages the quality control staff and all specialty subcontractor inspection entities to ensure all disciplines are in compliance with applicable owner/architect and government specifications, codes, regulations and requirements. Supervises and coordinates any inspections or tests made by other members of the quality control organization. - Ensures all quality standards established in the contract are met, required testing in the contract is completed and results are reported. - Certifies that material and equipment delivered or installed on-and off-site comply with plans and specifications and report any deficiencies. Identifies any corrective actions to be taken. - Maintains and organizes approved product and material submittals. - Participates in the design-build process. - Continuously expands and updates professional knowledge and hones skills in order to enhance individual and team innovation and productivity. - Performs additional assignments as directed by supervisors or as assumed through personal initiative. Minimum Qualifications - Minimum five (5) years of experience as a Quality Control Manager/Representative/Superintendent on Federal Installations. - Ability to obtain and maintain a U.S. Government Security Clearance (if required). - Must be able and willing to pass a background check for work on Federal Installations (RAPIDGate). - Degree in Construction Management or Architecture desired. - Must have a complete understanding of safety practices and standards –EM385. - Must be familiar with EM 385-1-1, have experience in the areas of hazard identification, safety compliance and sustainability, and be familiar with construction management software. - Familiarity with Job Order Contracting and IDIQs. - Must demonstrate good communication and organizational skills required for government and design/build projects and for daily interaction with government construction management staff. - Certification from construction Quality Management Class. - Knowledge of a wide range of construction materials, methods and techniques. - Proficient with computer software used in the construction industry (including but not limited to: MS Office (Word, Excel, Outlook) and Adobe or Bluebeam) - Valid driver’s license and all necessary certifications for working on a government base or installation.
