The Purchasing Specialist at Seattle Indian Health Board (SIHB) is responsible for implementing purchase orders to reduce total cost for timely procurement of goods and services required for the safe, effective, and efficient operation of the organization. **DUTIES AND RESPONSIBILITIES** 1. Receives and processes all appropriate Payment Request Forms (PRF) and Supply Request Forms (SRF) upon approval of the Department Managers. 2. Researches non-urgent, unique orders to identify and select appropriate source(s) in accordance with SIHB policies and federal contracting guidelines. 3. Selects vendor(s) based upon results of comparison; negotiates with vendor, as needed. Documents vendor sources and selection process. 4. Provides order status on all outstanding orders to internal customers in a timely fashion. 5. Supports development of procedures and practices to ensure compliance with general procurement standards and documentation requirements for federal grants 6. Develops and maintains relationships with contractors and vendors to promote efficient and cost-effective facility operations. 7. Performs other duties and/or special projects as assigned 8. Supports partnerships with Department Managers to manage Division and Departmental budgets 9. Provides process improvements to eliminate waste and increase efficiencies and effectiveness of the purchasing process 10. Works closely with the Purchasing Manager, Accounting Manager, Controller and CFO to ensure compliance. 11. Advises staff regarding the handling of non-routine reporting transactions. 12. Actively participates in internal quality improvement 13. Work well under pressure, meet multiple and often competing deadlines. 14. Utilize general business knowledge to assist operational teammates with non-routine accounting issues and concerns. 15. Other duties as assigned by the Purchasing Manager. **MINIMUM QUALIFICATIONS** 1. Bachelor’s Degree in Accounting, or related field, and 2 years purchasing experience. 2. Excellent verbal and written skills 3. Self-starter requiring minimal supervision 4. Intermediate level computer skills 5. Highly professional, detailed individual with a high degree of emotional intelligence and critical thinking skills. **DESIRED QUALIFICATIONS** 1. Knowledge of accounting principles, including GAAP, and government accounting standards. 2. Experience with Intacct ERP 3.
