Program Manager (Scrum Master)

Our partner is looking for a Program Manager (Scrum Master) based in the United States.** This role offers the opportunity to lead complex technology programs that improve how public services are designed and delivered. You will combine program leadership, agile expertise, and client relationship management to guide successful digital transformation initiatives. The position requires partnering with government stakeholders, delivery teams, and cross-functional leaders to create effective and collaborative environments. You will oversee project outcomes, manage risks, support team health, and ensure delivery excellence across strategic programs. This is a remote opportunity for a strategic and empathetic leader who wants to contribute to meaningful technology projects with public impact. ### Accountabilities: - Lead program delivery and client engagement efforts across a portfolio of strategic technology initiatives, ensuring successful outcomes and strong stakeholder relationships. - Build and maintain trusted partnerships with government clients by understanding their goals, addressing challenges, and communicating progress transparently. - Serve as a Scrum Master by facilitating agile ceremonies, improving team workflows, and supporting continuous delivery practices. - Proactively identify delivery, process, staffing, financial, and operational risks while collaborating with teams to develop effective solutions. - Maintain visibility into project landscapes, dependencies, milestones, and opportunities to support sustainable program growth. - Manage contract responsibilities, financial coordination, and portfolio planning in partnership with internal teams. - Support project managers and delivery leads by creating healthy, collaborative, and high-performing delivery environments. - Establish and uphold standards for delivery excellence, client service, and agile best practices. - Coordinate across multiple teams and organizational functions to anticipate challenges and improve execution. - Contribute to strategic objectives, operational improvements, and continuous development of program management practices. **Requirements:** - Proven experience as a Scrum Master with hands-on experience leading agile ceremonies and supporting agile teams. - Experience managing custom software development or cloud infrastructure programs and projects. - Experience working with government agencies, public sector organizations, or highly regulated environments preferred. - 5+ years of experience overseeing delivery outcomes and client relationships across multiple projects or programs. - Demonstrated ability to manage complex initiatives involving multiple stakeholders, dependencies, integrations, risks, and uncertainty. - Strong understanding of agile frameworks including Scrum, Kanban, or SAFe, along with modern software delivery practices such as CI/CD. - Experience scaling agile teams and supporting organizations through delivery challenges and transformation efforts. - Strong project management skills, including milestone planning, contract management, and long-term delivery strategy. - Excellent written and verbal communication skills with the ability to build relationships and influence stakeholders. - Highly organized, adaptable, and comfortable managing complex challenges across different teams, processes, and technologies. - Experience with project management tools such as Jira and Confluence is preferred. - Ability to travel occasionally as needed. **Benefits:** - Compensation range of **$60 - $70 USD per hour**. - Full-time hourly contract opportunity with a 6-month duration and potential extension. - Fully remote work environment for eligible U.S.-based candidates. - Comprehensive med…
