**SUMMARY:** Under the general direction of the Vice President of Housing Operations, the Program Compliance Manager is responsible for evaluation and monitoring the integrity within the Housing Choice Voucher (HCV) Program funded by the U.S. Department of Housing and Urban Development (HUD). This position may also perform quality control audits and compliance reviews to ensure adherence to applicable federal and state laws, HUD regulations, and FWHS policies and procedures. The Program Compliance Manager independently conducts complex audits involving interdisciplinary knowledge of housing program rules, analyzes data and system reports, and oversees fraud detection, investigation, and restitution activities. The role is responsible for developing and implementing quality control processes, policies, and continuous improvement strategies; producing detailed reports for executive leadership; and tracking corrective actions to resolution. Additionally, this position supports policy updates including the HCV Administrative Plan, and provides guidance and training to staff to strengthen compliance and operational effectiveness. **ESSENTIAL DUTIES AND RESPONSIBILITIES:** *The below statements are intended to describe the general nature and scope of work being performed by this position. Develops and implements an effective quality control program across the Housing Operations, including policies, procedures, protocols, and reporting mechanisms, in partnership with department leadership. 1. Independently performs complex audits and compliance reviews involving federal regulations, interdisciplinary program requirements, and internal policies. Designs and execute file audit procedures to ensure compliance with federal and state laws, HUD regulations, and program requirements. 2. Conducts detailed data analysis, runs system queries, reviews reports, performs interviews, and evaluates documentation to identify discrepancies, risks, and compliance 3. Oversees program integrity within the HCV program, including monitoring, detecting, and investigating potential fraud, abuse, and program violations. 4. Investigates applicant and resident fraud complaints, conducts interviews and case conferences, and resolves discrepancies through fact-finding and analysis. 5. Facilitates fraud restitution processes, including establishing repayment agreements, promissory notes, and managing collection activities for program overpayments. 6. Monitors repayment agreements and ensures compliance through ongoing tracking and follow-up. 7. Analyzes HUD system reports, internal databases, and third-party data sources to identify and monitor potential fraud or compliance risks. 8. Generates concise, professional reports for executive management summarizing audit scope, methodologies, findings, corrective actions, and recommendations. 9. Tracks audit findings and remediation efforts, ensuring timely resolution and continuous improvement. 10. Conducts site visits and file reviews to ensure compliance with program requirements and FWHS policies across all properties and programs. 11. Participates in SEMAP reviews and certification processes, annual audits, and other regulatory assessments. 12. Assists with updates to the HCV Administrative Plan and other program policies and standard operating procedures. 13. Develops and implements best practices, process improvements, and tools to enhance efficiency, reduce risk, and strengthen internal controls. 14. Coordinates with Asset Management, property management staff, and other departments to address deficiencies and ensure compliance. 15. Responds to compliance-related inquiries from staff, HUD, TDHCA, legal counsel, and other regulatory entities. 16.
