• Receives all special event applications and initiates the departmental approval process • Maintains a thorough knowledge of the City’s Special Event Ordinance and recommend changes to the Emergency Management Coordinator • Answers inquiries from event organizers in a timely manner • Receives all Tier II Hazardous Materials reports, uploads and manages the Hazardous Materials database • Assists with development and maintenance of plans and procedures, including but not limited to: Event Action Plans, Incident Action Plans, and Emergency Operations Plans and associated annexes • Assists with the conduct of training and exercises to evaluate the readiness and effectiveness of the City’s emergency response capabilities • Assists with Emergency Operations Center activation as directed by the Emergency Management Coordinator • Conducts administrative tasks including, but not limited to, records maintenance, composition of reports, and meeting minutes**Education and Experience:**High School Diploma or equivalent required with experience in Emergency Management or a closely related field is preferred. Completion of the FEMA Basic Academy preferred within one year of employment. The following FEMA Independent Study Courses are required for employment: • IS-100.c – Introduction to the Incident Command System • IS-200.c – Basic Incident Command System for Initial Response • IS-700.b – An Introduction to the National Incident Management System • IS-800.d – National Response Framework, An Introduction • IS-0015.b – Special Events Contingency Planning for Public Safety Agencies Other recommended courses: • AWR-167 Sports and Special Event Risk Management • MGT-440 Enhanced Sports and Special Events Incident ManagementThe City of Winchester is an Equal Opportunity Employer and will consider all qualified applicants without regard to race, color, age, religion, sex, sexual orientation, gender identity, genetic information, national origin, disability, protected veteran status or any other classification protected by law.
