Successful candidates are also eligible for annual merit increases upon excellent performance.** **What is the Role?** The City is seeking a collaborative, innovative, and resilient Operations and Environmental Services Manager to join the Public Works Department. This position directs, manages, supervises, and coordinates the programs and services of the Operations and Environmental Services Division, including environmental policy development and implementation; energy and water efficiency; climate action; clean water program; environmental regulatory compliance; integrated waste management, including curbside recycling collection, recycling center operations, and solid waste contract management; maintenance of streets and multi-modal transportation facilities, stormwater systems, parks, public landscapes, and City facilities; and community engagement and outreach. The OESD Manager leads a team of more than 23 staff, including five direct reports, and supports staff development and training. The role also participates in developing policies and strategies for division operations, manages division resources to improve organizational productivity and customer service, and provides complex support to City management in areas of expertise. The Operations and Environmental Services Manager receives general direction from the Public Works Director/City Engineer and exercises direct and indirect supervision over supervisory, professional, maintenance and recycling operations staff, and administrative support staff through subordinate levels of supervision. The ideal candidate will be an experienced, enthusiastic local government professional with a proven record of leading a division or unit and implementing policies and programs. The ideal candidate will be skilled at guiding teams, supporting employee growth, and building collaborative relationships with colleagues, outside agencies, community members, and other stakeholders. The ideal candidate will bring sound judgment, strong organizational skills, and the ability to remain steady under pressure while managing complex issues in a demanding environment. Flexible, confident, curious, open-minded, and solution-oriented individuals will be well suited for this dynamic role. **City Perks:** - **CalPERS Retirement:** CalPERS Classic members 2.7% @ 55 and PEPRA members 2% @ 62 retirement formula integrated with Social Security; 11% employee contribution. - **Medical Insurance:** Fully paid health and dental premiums for employees and dependents (up to the Kaiser family rate); cash in lieu option available at $350 per month. - **Dental:** The City contributes full cost of family coverage under the Delta Dental Plan. - **Life Insurance:** The City pays for basic life and AD&D insurance coverage each up to $100,000. - **Short-Term/Long-Term Disability Insurance:** 2/3rds of salary up to the maximum monthly. - **Voluntary Benefits:** Supplemental life insurance, deferred compensation plans and flexible spending accounts (FSAs). - **Holidays:** 13 holidays per year, plus 3 floating holidays and 1 birthday holiday. - **Vacation:** Vacation ranging from 11 - 33 days per year based on years of service. (Prior public service years may be considered for initial accrual yr. placement with offer) - **Sick Leave:** Accrued at 8.75 hours per month. - **Administrative Leave:** Up to 75 hours per fiscal year (may be pro-rated for the first year). - **Tuition Reimbursement:** Cost reimbursement up to the maximum of $3,500/fiscal year for work related studies. - **Bilingual Pay:** The City pays $2,600 per year to employees who are bilingual and who have passed a proficiency test provi…
