The anticipated hiring range for this position will be $85,937 to $137,907.45, based on the candidate’s qualifications and experience.** **WHO WE ARE** The [Montgomery County Department of Correction and Rehabilitation](https://www.montgomerycountymd.gov/cor/) (DOCR), Management Services Division (MSD) seeks a highly skilled and experienced individual to work as a [MANAGEMENT AND BUDGET SPECIALIST III](https://www2.montgomerycountymd.gov/OHRClassification/download/000424.pdf) to provide full performance professional level work as it relates to the operating budget functions for the entire Department. This position will work at the Montgomery County Correctional Facility (MCCF) located in Boyds, Maryland. DOCR provides secure facilities for the incarceration of all pre-trial unsentenced, and sentenced prisoners committed by the courts; operates a treatment-oriented Pre-Release center and home detention for selected offenders as an alternative to incarceration; and provides medical, education, and other social services and community release programs to meet the basic human needs of this population. Our programs ensure that victims' issues and community-based concerns are addressed with sensitivity. The individual selected for this position will possess in-depth knowledge of budgeting, financial management, fiscal and budget projections, and Oracle ERP Financial, HR, Hyperion, and BASIS Modules. **WHO WE ARE LOOKING FOR** A [MANAGEMENT AND BUDGET SPECIALIST III](https://www2.montgomerycountymd.gov/OHRClassification/download/000424.pdf) with strong analytical, critical thinking, and communication skills and who thrives in a fast-paced and challenging work environment. A Management and Budget Specialist III is responsible for the following: - Developing and preparing the operating and CIP budgets for DOCR. - Working with Division Chiefs and Directors to develop Future Fiscal Impacts (FFI). - Monitoring the budget versus actual expenditures, providing explanations of variances. - Monitoring encumbrances and initiating procurement exemption requests. - Developing and monitoring program measures. - Updating Hyperion and BASIS budget systems. - Preparing budget and journal entries and coordinating with other departments for chargebacks. - Preparing quarterly analysis and reporting. - Preparing and processing liquidations. - Working with the Department of General Services to monitor fixed assets for the Department. - Stays abreast of changes in the areas of work focus; builds knowledge and skills to the full proficiency level, and continuously improves them, in order to perform more complex and responsible work in the field. - Maintains confidentiality of data, including legally protected personal information, proprietary and pre-decisional information not subject to public information disclosure, sensitive programmatic and fiscal data, and other sensitive data. - Communicates and interacts effectively with business contacts in a businesslike, customer service-oriented manner; establishes and maintains effective working relationships and works collaboratively as a member, or a leader, of a team. - Uses a computer, modern office suite software (such as MS Office), enterprise software and specialized software to plan/schedule, communicate (email), word process, manipulate data, prepare presentations, conduct research (Internet), budget, requisition and perform other functions. - **Experience:** Three years or higher of experience reviewing, analysing & monitoring operating & capital budgets, including analysis of and reporting on management & programmatic issues having budgetary implications. - **Education:** Graduation from an accredited college or university with a bachelor’s degree. - **Equivalency:** An equivalent combination of education and experience may be substituted.
