Employees may be requested to perform job-related tasks other than those specifically presented in this description* *.* - Supervises the work of assigned personnel, including assigning and reviewing work, providing guidance, and conducting performance evaluations. - Manages IT projects to ensure quality results and timely completion. - Manages, supervises, and provides leadership to maintain and enhance County data processing and telecommunications networks, application software, and staff. - Develops and administers annual capital and department budgets. Reviews monthly requests for service, past spending, and other monthly reports. - Recommends and administers County data processing and telecommunications policies, procedures, and standards. - Works cooperatively with other department administrators and boards to identify technological needs and develop, evaluate, and recommend short and long-term strategic plans to provide the technological solutions needed to achieve county goals. - Participates in grant application processes relating to assigned department. - Prepares and updates ITS policy and procedure manuals. - Prepares computer hardware specifications for bid process and purchases. - Works with other departments to maintain open communications and identify technological needs. Develops and implements plans to provide needed solutions. - Stays abreast of the latest developments in technology. Monitors, evaluates, and implements new technologies. - Provides technical support to County computer users. - Performs related duties as required. Required Education and Experience: - Bachelor’s degree from an accredited college or university in Computer Science or a related field - Five (5) to seven (7) years of experience - Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities Required Licenses or Certifications: - None Knowledge of: - English grammar, spelling, and punctuation - Principles and practices of basic bookkeeping - Modern office procedures, methods, and computer equipment - Principles and practices of project management - Principles and practices of employee supervision - Principles and practices of budget preparation and administration - Principles and practices of telecommunications systems management and operation - Pertinent Federal, State, and local laws, codes, and regulations - Principles and procedures of record keeping and reporting Skill in: - Interpersonal skills necessary to develop and maintain effective and appropriate working relationships - Performing a variety of duties, often changing from one task to another of a different nature - Performing basic mathematical functions such as addition, subtraction, multiplication, division, percentages, and ratios - Communication, both oral and written - Critical thinking and strategic planning - Troubleshooting - Leadership Ability to: - Meet schedules and deadlines of the work - Understand and carry out oral and written directions - Accurately organize and maintain paper documents and electronic files - Maintain the confidentiality of information and professional boundaries - Research and understand emerging technologies - Develop, implement, and administer goals, objectives, and procedures for providing effective and efficient information technology services - Identify…
