Under supervision, performance of a variety of assigned tasks in the areas of Human Resources,. Assist in the administration of Human Resources policies, procedures, and programs. Provide problem resolution, information and assistance to employees and management; conduct research, prepare reports and correspondence; Assignments will include assisting in special projects in addition to performing regularly established tasks as defined below. A high degree of initiative and independent judgment is required within the framework of established policies, procedures and instruction. All work must be handled in a confidential manner. Additional duties as needed may be assigned by the Assistant Director or Director based on Divisional needs.**Level I:** - Assist with onboarding new employees, including preparation of documents and coordination of first-day activities. - Provide administrative support for recruitment efforts, including posting job openings, scheduling interviews, and - processing applicant information in the applicant tracking system (ATS). - Maintain employee records and ensure accurate data entry into the HRIS system. - Assist with payroll processing, including data entry for new hires, terminations, and changes in employee status. - Coordinate benefits enrollment and assist employees with questions related to benefits options. - Participate in training and development initiatives, including assisting in organizing training materials and logistics. - Respond to general employee inquiries regarding HR policies and procedures. - Assist in maintaining compliance with state and federal employment laws and regulations. **Level II:** - Manage recruitment efforts, including creating job descriptions, sourcing candidates, conducting interviews, and overseeing the offer process. - Administer employee benefits programs, including open enrollment, health benefits, and leave programs (FMLA, ADA, etc.). - Resolve routine employee relations issues and assist in the development of strategies for conflict resolution. - Conduct new hire orientation sessions and provide ongoing support for employee training and development. - Attend applicable Career Fairs (including events for Veterans) for HR as required. Ensure resumes received are uploaded into the recruitment tracking database. - Assist Supervisor and Director with conducting investigations. Attend required meetings. Make appropriate recommendations regarding the resolution of issues. Ensure investigations, required meetings and responses are completed timely and in compliance with union contracts and HMFA policies where applicable. - Write concise and accurate memorandums and letters for various signatures, including members of the Executive Leadership Team and the Director or Assistant Director of Human Resources. - Answer inquiries via written/oral communication regarding HMFA policies, procedures and guidelines in a professional and courteous manner. Recommend a correct and appropriate course of action concerning a specific employee need, organizational or procedural problem. - Provide guidance to employees and managers regarding HR policies, procedures, and compliance with labor laws. - Assist in maintaining and improving the HRIS system and generate regular reports related to workforce data and trends. - Ensure compliance with state and federal regulations, including reviewing policies and procedures for accuracy and updating them as necessary. - Participate in employee retention and engagement programs, including conducting exit interviews and identifying trends in turnover data. **Level III:** - Lead and manage the recruitment and talent acquisition process, ensuring the selection of top candidates that align with organizational goals and culture. - Provide strategic guidance on employee relations, including managing complex issues related to discipline, performance management, and conflict resolution. - Oversee the administration of compensation and benefits programs, i…
