### Responsibilities Howmet Fastening Systems (HFS) is seeking a **Trade Compliance Manager** at our business unit headquarters (HQ) facility in the Torrance, CA. This role will be reporting to the HQ Director, Global Trade Compliance, Transportation and Cargo Security The Trade Compliance Manager will be responsible for export and import compliance activities at all locations where HFS conducts business. This role will provide trade compliance support to U.S. and international operations and help ensure business transactions are processed in compliance with applicable trade control requirements. The position will support HFS’ Global Export and Import Compliance Program and work closely with engineering, operations, shipping and logistics functions across HFS’s global locations. The Trade Compliance Manager will partner with stakeholders across the business to help HFS navigate complex trade regulatory requirements in a compliant and pragmatic way. The Trade Compliance Manager will help ensure compliance with the Export Administration Regulations, OFAC sanctions, ITAR, U.S. customs requirements, and other applicable trade control regimes in relevant jurisdictions. **Key responsibilities for the position in the area specifically include:** - Develop, manage, and enhance comprehensive internal export and import controls to ensure compliance with U.S. (ITAR and EAR) and foreign regulations in the conduct of research and development, international marketing, sales, supply chain and other business activities. - Work to ensure compliance with U.S. import and export laws and processes that enhance foreign policy and protect national security. - Experience and demonstrated ability to interpret U.S. and other applicable trade regulations and apply those requirements to business operations, R&D activities, and technical data. - Establish and implement business processes for submitting to and obtaining from the U.S. government, including review, of all necessary export and import licenses, permits, certifications, jurisdiction/classification determinations, and technology release determinations. - Assure that transactions comply with government regulations and internal procedures through review and approval of transactional requests for technical data, foreign travel, foreign visits, export and import shipments. - Maintain applicable trade compliance records in accordance with regulatory requirements and internal procedures. - Participate in training and audit assessment programs to ensure implementation and effectiveness of internal controls. - Deep expertise in classification, valuation, origin, and tariffs (e.g., 301/232) ### Qualifications **Qualifications** - Bachelor’s degree from a 4 year university - Minimum of 7 years of experience supporting trade compliance for import and/or exports - Employees must be legally authorized to work in the United States. Verification of employment eligibility will be required at the time of hire. Visa sponsorship is not available for this position. - This position entails access to export-controlled items and employment offers are conditioned upon an applicant’s ability to lawfully obtain access to such items. **Preferred Qualifications:** - BS in Business Administration, Law, or related field. A LLM or a JD is preferred - In-depth knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other applicable federal procurement regulations. - Strong contract drafting, negotiation, and administration skills. - Ability to interpret complex legal and contractual language and provide clear guidance to internal stakeholders. - Excellent communication, interpersonal, and problem-solving skills. - Strong attention to detail, with a proactive approach to identifying and resolving issues. - Ability to manage multiple priorities and deadlines in a fast-paced environment. - Proven experience negotiating and administering government contracts, includin…
