This position plays a vital role in supporting the financial and human resources operations of the Salisbury Board of Education by administering payroll, accounts payable, employee benefits, and financial reporting. The successful candidate will be a flexible, organized professional who works effectively as part of a collaborative school office team while maintaining the highest standards of accuracy, confidentiality, and customer service. Position Purpose: Under the general supervision of the Principal and in collaboration with district administration, the Finance and Benefits Specialist is responsible for administering payroll and employee benefits, managing accounts payable and financial transactions, maintaining financial and personnel records, and supporting the fiscal operations of the Salisbury Board of Education. Qualifications: Associate's or Bachelor's degree in finance, accounting, business administration, human resources, or a related field preferred. Experience in payroll, accounting, bookkeeping, human resources, or school business operations preferred. Experience with municipal or school finance software (such as AccuFund) preferred. Knowledge of payroll processing, employee benefits administration, and accounting principles. Strong analytical, organizational, and problem-solving skills. Excellent written, verbal, and interpersonal communication skills. Ability to maintain strict confidentiality and exercise sound judgment when handling sensitive information. Ability to work independently while contributing positively to a collaborative team environment. Willingness to learn new systems, procedures, and state reporting requirements. Essential Responsibilities: Payroll and Benefits Process payroll accurately and promptly for all Board of Education employees. Administer employee benefit programs, including health insurance, retirement plans, Section 125 plans, and paid leave. Ensure accurate employee benefit deductions and payroll withholdings. Process monthly and quarterly Teachers' Retirement transmittals and subsidy payments. Prepare and submit quarterly and annual payroll tax reports, including Forms W-2 and W-3. Maintain employee payroll and benefits records using the district's financial and personnel management systems. Communicate information on benefit, enrollment opportunities, and program changes to employees. Ensure payroll and benefit practices comply with applicable laws, regulations, collective bargaining agreements, and employment agreements. Finance Manage accounts payable, accounts receivable, and other financial transactions. Maintain accurate financial records and prepare financial reports for school administration and the Town Treasurer. Manage vendor records, establish new vendors, maintain contracts and documentation, process purchase orders, reconcile invoices, and coordinate timely payments. Assist with budget preparation, financial reporting, and expenditure monitoring to support responsible fiscal management. General Responsibilities: Maintain accurate records and documentation in accordance with district policies and applicable regulations. Participate in professional learning opportunities to remain current with payroll, finance, and human resources practices.
