We specialize in Individual Supported Employment and provide person-centered, community-based services that help individuals identify career goals, obtain meaningful employment, and develop the skills and supports needed for long-term success. Our services operate within highly regulated funding environments and require strict adherence to service authorizations, documentation standards, billing requirements, and program regulations. RISE Services emphasizes professionalism, accountability, collaboration, measurable outcomes, and high-quality service delivery. Our corporate office is located in Fredericksburg, Virginia. Because our Delaware operations are managed from outside the state, we are seeking a highly motivated, independent professional who can take ownership of our Delaware services and serve as the organization’s primary in-state program leader. ## Position Summary The Employment Program Manager is a hands-on, working supervisor responsible for overseeing and growing RISE Services’ employment programs throughout Delaware. This is a unique opportunity for a true self-starter who wants to build, strengthen, and take ownership of a developing program. The Employment Program Manager will maintain a caseload, provide direct employment services, supervise Delaware Employment Specialists, represent RISE Services at client and community meetings, develop referral relationships, and help expand the number of individuals served. Approximately **75% of the employee’s weekly work hours must consist of direct, billable services**, with approximately **25% dedicated to supervision, documentation review, referral development, meetings, program coordination, and other administrative responsibilities**. This position will begin as part-time. As the Delaware caseload and referral network grow, our goal is to transition the position into a full-time leadership role. The successful candidate will play a direct role in making that growth possible. This is not a remote position. The Employment Program Manager must work from the Delaware office and regularly travel to client homes, workplaces, employer locations, meetings, and other community settings. ## Essential Duties and Responsibilities ### Direct Service Delivery - Maintain an active caseload and ensure approximately 75% of weekly work hours are billable. - Provide direct, in-person supported employment and vocational services in accordance with applicable program requirements. - Assist individuals with career exploration, job development, job placement, job coaching, workplace integration, and employment retention. - Meet with clients in the office, at their homes when appropriate, at workplaces, and in other community settings. - Attend meetings involving clients, families, employers, referral partners, and funding agencies. - Develop relationships with employers and identify competitive, integrated employment opportunities. - Provide backup client coverage during staff shortages, call-outs, vacancies, or other service gaps. - Ensure authorized services are provided consistently and within required timeframes. ### Delaware Program Leadership - Take primary ownership of the day-to-day operation and continued development of RISE Services’ Delaware programs. - Serve as the primary in-state point of contact for clients, staff, employers, referral sources, and community partners. - Monitor the needs of the Delaware service area and recommend strategies for program…
