Emergency Management Subject Matter Expert 4

Harkcon is seeking a proposal-contingent Emergency Management Subject Matter Expert 4 to provide highly experienced technical review and consultative support for FEMA National Training and Education Division (NTED) Training Partners Program (TPP). This role is intended for a senior practitioner whose background strengthens technical credibility in proposal evaluation and contract delivery. **Security and Suitability**: Ability to obtain and maintain DHS suitability required. Some positions may require higher clearance levels based on task order needs. **Location**: National Capital Region (Virginia, Maryland, DC) with hybrid and remote options possible depending on role and Government direction. **\*\*\* This position is contingent upon award of a contract to Harkcon\*\*\*** **Responsibilities** The Emergency Management Subject Matter Expert 4 will: - Provide senior-level review and evaluation of emergency management course content and related materials. - Advise ondoctrine, best practices, risk considerations, operational realism, and program quality. - Support high-visibility reviews, difficult technical issues, complex findings, and specialized assessments. - Provide authoritative recommendations in writing and verbally. - Support review boards, consensus discussions, and technical issue resolution as needed. **Qualifications** - Bachelor's degree. - At least 12 years of relevant experience. **Preferred Qualifications** - Deep experience in FEMA, DHS, homeland security, emergency management, first responder systems, preparedness training, or related operational environments. - Recognized technical credibility and strong resume depth. - Experience supporting doctrine, training, exercise, curriculum, or program quality efforts. **Additional Details** This is a part-time role based on task order demand, with hybrid and remote options possible depending on role and Government direction.
