| Position: | Director of Construction & Capital Projects | | --- | --- | | Position Number: | 402 | | Division: | OSNI Ponca Construction and Development, LLC | | Department: | OSNI Facilities & Projects | | Reports To: | CEO | | Location: | Lincoln (Frequent travel required, up to 75%, primarily throughout Nebraska and Iowa.) | | Exempt/Non-Exempt: | Exempt | | Salary: | Grade 18–21 ($109,734 – $212,891 annually), depending on qualifications, experience, demonstrated leadership, business development success, and industry relationships, plus performance-based bonus. | | Classification: | Full-time | # Summary The Director of Construction & Capital Projects is responsible for leading all construction, capital development, and facilities-related initiatives, both for third-party customers and for internal Osni Ponca projects, while building a sustainable, revenue-generating construction division. This position oversees project planning, development, execution, business development, and strategic partnerships while pursuing tribal, commercial, federal, and other contracting opportunities that support long-term economic growth. # Pay Grade Placement Guidelines Grade 18: Qualified construction leader with a relevant bachelor’s degree and at least 10 years of progressive construction, project management, or capital project experience. Grade 19: Experienced construction professional with success overseeing multiple concurrent projects and leading teams, contractors, and capital investments. Grade 20: Senior construction leader with extensive experience directing large-scale capital projects and developing business opportunities through industry relationships. Grade 21: Executive-level construction leader with a proven track record of building or expanding construction operations, generating revenue, securing major projects, and leveraging a strong professional network. # What Success Looks Like (First 3–9 Months) - Establish the foundation, systems, and reporting structure for Osni Ponca’s construction division. - Develop a qualified pipeline of tribal, commercial, federal, and strategic partnership opportunities. - Successfully advance priority capital projects within budget, schedule, and quality expectations. - Build productive relationships with contractors, architects, engineers, developers, and strategic partners. - Position the division for long-term growth as a sustainable revenue-generating business unit. # Essential Responsibilities and Duties 1. Lead all construction, development and other capital improvement projects. 2. Build, grow, oversee a sustainable revenue-generating construction division, including locating, supervising and managing future staff, consultants, and contracted resources. 3. Develop short- and long-term construction and capital development strategies. 4. Oversee projects from concept through completion, ensuring scope, schedule, budget, and quality objectives are met. 5. Establish project management standards, reporting systems, and cost-control procedures. 6. Manage contractor, consultant, vendor, and subcontractor procurement, selection, negotiation, and performance. 7. Develop and manage capital budgets, forecasts, contingencies, and financial reporting. 8. Identify and mitigate operational, financial, legal, safety, and schedule risks. 9. Ensure compliance with tribal, local, state, federal, and OSHA requirements. 10. Pursue tribal, commercial, federal, and strategic partnership opportunities that contribute to long-term revenue generation. 11.
