The starting Salary will range from $81,427.82 - $103,882.60 DOE Development Program Lead **Position Summary:** This position serves as an agency housing development specialist and will assist the corporation’s housing mission through program design and implementation, project management, and research and analysis. **Reports to: Housing Development Program Manager or Designee** **OVERVIEW** The Development Program Lead I will develop, coordinate, and administer housing development grant programs. Programs managed by the Planning and Program Development Department primarily focus on expanding housing opportunities for low-to-moderate income Alaskans, seniors, the homeless, victims of domestic violence, and persons affected by disabilities. The Development Program Lead also manages research and analysis efforts to understand Alaska’s housing market and inform program decisions. **SUPERVISION RECEIVED AND EXERCISED: Exempt, non-supervisory position.** **Examples of Duties** **Program Management** The position will lead housing development programs that allocate federal, state, and local resources to facilitate the construction and preservation of safe, quality, affordable housing. Duties under this task include, and are not limited to: - Develop applications for competitive funding rounds that comply with state and federal requirements. Lead outreach efforts to ensure potential applicants are aware of the programs. Provide technical assistance and training to applicants. The position may work with applicants and grantees from diverse cultural and economic backgrounds and/or with individuals with special needs from urban and rural settings. Reviewing submitted applications and making award recommendations to management. - Building and maintaining relationships with funding partners and all appropriate groups that interface with the program. - Financial underwriting analysis of housing development proposals by reviewing revenue and expense projections, development costs, and debt capacity. Subsidy recommendations are based on underwriting results. Prepare and host presentations to the public explaining the program processes through public meetings or hearings. Presentations may be made to different cultural and economic groups and individuals with special needs in both rural and urban settings.
