Performs specialized technical andinspectionwork in coordinating andparticipatingin the County's fire service programs. An employee in this class performs advisory, training, inspection/code enforcement, and administrative work in the Fire Marshal's Office and the county's emergency management programs. Fire Marshal related work involves inspecting buildings for fire hazards, plans review of all commercial properties in accordance of NC Fire Prevention Code, promoting fire prevention/education and fire safety awareness, investigating fires involving death, injury or suspicious in nature, advising local fire departments, coordinating special search and rescue functions, public information and fire prevention, and acting as liaison with industries on compliance with regulations on potential environmental and fire hazards. Duties also includeparticipatingin emergency planning and response activitiesin the event ofman-madeand natural disasters. Work is performed independently within the framework of departmental policy. Considerable tact, courtesy, and firmness arerequiredin public contacts in explaining and enforcing pertinent laws and codes. The employee is on call for response to suspicious fires and is subject to hazards associated with fire inspection, administrative, and firefighting work, including working in both inside and outside environments, in extreme cold weather, and exposure to various hazards such as exposure to high heat, exposure to chemicals, and proximity to moving mechanical parts, electrical current, and working in high places. The employee is also exposed to atmospheric conditions and blood-borne pathogens, and is sometimesrequiredto wear a respirator, and may berequiredto work in close quarters and for long durations. Work is performed under the general supervision of the Director and Deputy Director of Fire Marshall’s Office and EmergencyManagement, andis evaluated through observation and the review of reports on the overall effectiveness of applicable fire service programs. Enforces the Fire Code, including plan review and inspections of assigned commercial properties in the County's unincorporated areas; prepares reports on inspection activities andmaintainsinspection records. Conducts investigations of fires of suspicious nature or involving injury or death todeterminecause; collects evidence, prepares documentation of all actions taken; testifies in court proceedings asrequired.Develops and implements public education programs for fire safety and emergency management; conducts public training programs to meet OSHA guidelines. Supervises and provides guidance to various specialized programs and prevention activities, such as hazmat incidents, missing persons searches, Project Lifesaver, fire safety house, coordinates land and water rescue navigational searches for missing persons; Advises local communities regarding the organization of a volunteer fire department; assists organized units in purchasing equipment, obtaining and maintaining federal loans, and complying with regulations, preparing budgets, using specialized technology, and obtaining necessary ratings and certifications; assists in the preparation and development of grants. Inspects volunteer fire departments and advises on the requirements of the Insurance Services Office;maintainsmobile data terminals for local fire and rescue agencies. Responds to working fires and other emergency response incidents to provide command and control oroperatein a suppression capacity. Provides an informational service to the public on a wide variety of subjects related to natural andman-madeemergencies, answering questions via mail, telephone, and personal inquiries, and through speaking engagements and news media presentations.
