The purpose of this position is to perform a variety of professional and executive and managerial duties as needed to assist in the ongoing planning, directing, organizing and oversight of administrative processes necessary to carry out the efficient and economic operation of the County. Reporting directly to the County Manager, acts under general direction and is responsible for the oversight and coordination of assigned departments. *The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or logical assignment to the position.* - Assists the County Manager with directing the planning, delivery and evaluation of all county services and activities through Department heads. - Assists with the development of policies, procedures and processes as needed to implement the decisions of the County Commission - Will work with Elected Officials and/or Department Heads on any matters pertaining to their department: may include personnel matters, budgetary concerns, etc. - May direct or conduct internal investigations. May serve as arbitrator or adjudicator of complaints filed against or between County employees or departments; negotiates to achieve mutually agreeable solutions. - Issues public statements to the media and responds to questions from the media related to County management, policies, procedures, administrative decisions, etc.; assumes responsibility for general public relations activities; may attend public events and deliver public addresses. - Exercises general management over public property under the jurisdiction of the County. - Provide oversight, support and long range planning for various County departments under the direct supervision of the County Manager; Provides leadership and general direction to County staff; prioritizes and assigns tasks and projects. Assists in developing policy governing the scope and direction of services provided. - Directs and evaluates the effectiveness of Department heads through regular staff meetings, performance evaluations and periodic reports. - May represent the County Manager at Board of County Commissioners, other board, and committee or staff meetings. Participates in all meetings of the County Commission and assists with presentations of new/modified programs and policies for Commission review and approval; may represent Grant County in meetings with State, Federal, and other local governmental agencies and in meetings with professional organizations and local citizen groups. - May act as one of the county’s lobbyist during the state legislative sessions; represents the needs and interests of Grant County government - Assists the County Manager with the day-to-day operations and internal affairs of the County. Assumes responsibility for full and effective utilization of county personnel by establishing overall departmental objective, priorities and standards. - Represents the County as directed by the County Manager and participates in all meetings of the County Commission. - Acts as the County Manager in the absence of the Manager. - Other duties as assigned. - Bachelor’s Degree in Public Administration, Business Administration or related field; and eight (8) years related experience or an equivalent combination of education and experience. - Proficient in the use of MS Office and financial management software. - Excellent organizational and leadership skills. - Outstanding communication and interpersonal abilities. - Valid New Mexico State Driver’s License.
