Data & Analytics Division Manager (Internal Hennepin County applicants only)

Hennepin County is seeking a Data and Analytics Division Manager for the County Assessor's Office. This critical management position oversees the department’s Data and Analytics division and operates under the general direction of the County Assessor/Department Director, in alignment with Hennepin County Core Values. The role is responsible for selecting, training, and developing staff to support diverse and competing functions, including valuation system calibration, assessment creation, data practices responses using the county’s portal, state data submissions, special project oversight, and the department’s data practices, security and records retention program. **Location and hours:** This position is hybrid and will be located at the Hennepin County Government Center, 300 South 6th Street, Minneapolis, MN 55487 and remote as job duties require. Work hours will be Monday through Friday, between 8 a.m. to 4:30 p.m., with flexibility. Click [here](https://www.governmentjobs.com/careers/hennepin/classspecs/48586) to view the job classification specification. **Note:** You must include a resume as part of your application materials to be considered for this position. **In this position you will:** - Oversee data practices and records management, ensuring statutory compliance, governance, and timely, accurate responses. - Lead development and adoption of modern data and analytics solutions, including cloud infrastructure, automation, and advanced analytics aligned with enterprise architecture. - Improve business processes by translating operational needs into data-driven insights, reusable assets, and scalable reporting tools in collaboration with IT and enterprise data teams. - Direct annual assessment operations, including planning, communication, risk mitigation, standards and instructions development, assessment roll preparation, sales ratio studies, and state reporting to ensure statistically equitable and accurate outcomes. - Guide valuation practices and promote consistent use of mass appraisal techniques, recommending corrective actions when statistical equity issues arise. - Provide strategic leadership across departmental priorities by advising on emerging trends, best practices, and long-term data strategies while fostering innovation and continuous improvement. - Manage a high-performing team responsible for service requests, cross-departmental initiatives, and external partnerships, including efforts related to disparity reduction and sustainability. - Strengthen data governance maturity through development of policies, standards, and training that improve data quality, consistency, and responsible use in alignment with countywide policies and procedures. - Advance organizational readiness by championing new technologies, supporting change management, and building analytics capabilities across staff and partner jurisdictions. - Lead division-level people management, including supervising staff, setting clear expectations, providing coaching and performance feedback, supporting professional development, managing workload and priorities, and fostering an inclusive, collaborative, and accountable team culture. **Need to have:** - One of the following: - Bachelor's degree or higher in business administration, or other field appropriate to the position **and** five years or more of experience in the planning and administration of organizational operations or programs. - Nine or more years of experience in…
