WWPS is seeking a Cost Engineer - CSA Civil, Structural, Architectural to join our growing team supporting a major semiconductor construction project in Peoria, Arizona. This onsite role will serve as part of the owner's representative team and will provide cost engineering, forecasting, quantity validation, change management, bid evaluation, and commercial support for civil, structural, and architectural work packages. The successful candidate will understand construction means and methods for complex advanced manufacturing facilities and will be able to translate design development, field conditions, contractor proposals, and schedule impacts into clear cost forecasts and recommendations. The role requires strong analytical, organizational, technical, and communication skills, along with the ability to work effectively in a fast paced project environment. Local candidates are highly preferred due to the onsite nature of the project. RESPONSIBILITIES Represent the owner's interests in all cost management activities associated with civil, structural, and architectural scopes. Develop, maintain, and validate budgets, commitments, actual costs, accruals, forecasts, and estimates at completion for assigned CSA work packages. Prepare accurate monthly cost reports that identify variances in commitments, value of work completed, approved and pending changes, contingency usage, escalation exposure, and forecasted final cost. Reconcile project controls data with the owner's financial systems, approved control budgets, contract values, purchase orders, and contractor reporting. Review design drawings, specifications, bid packages, scopes of work, schedules, RFIs, submittals, field directives, and change documentation to determine cost impact. Perform quantity takeoffs and independent cost checks using civil plans, structural drawings, architectural drawings, BIM models, contractor breakdowns, and field verified quantities. Validate civil costs associated with mass excavation, grading, site concrete, foundations, underground structures, stormwater systems, paving, curbs, sidewalks, fencing, and site development. Validate structural costs associated with cast in place concrete, reinforcing steel, structural steel, metal decking, embeds, anchor bolts, precast elements, miscellaneous metals, stairs, platforms, and equipment support framing. Validate architectural costs associated with building envelope systems, roofing, waterproofing, exterior wall assemblies, doors and hardware, interior partitions, ceilings, raised access floors, cleanroom architectural systems, coatings, firestopping, and interior finishes. Evaluate cleanroom and advanced manufacturing architectural packages, including modular wall systems, walkable ceilings, ceiling grids, raised floors, air return walls, specialty sealants, and contamination control finishes. Review contractor estimates and proposals for labor, material, equipment, productivity, indirect costs, general conditions, markups, escalation, schedule impacts, and contingency. Lead or support change order reviews and negotiations with the owner, construction managers, general contractors, trade contractors, designers, and vendors. Identify scope gaps, overlaps, exclusions, allowances, design development exposure, and interface risks between civil, structural, architectural, MEP, process, and tool install packages. Track potential change orders, approved change orders, trends, claims, and unresolved commercial issues from identification through final disposition. Review payment applications and progress invoices for contractual compliance, percent complete, stored materials, installed quantities, retention, and supporting documentation.
