This includes, but is not limited to, developing and implementing a recruitment and retention plan for social work staff, developing and implementing a professional development plan for all supervisors, reviewing and monitoring the training and development plan for all new employees, and developing and monitoring an agency succession plan which addresses anticipated retirements over the next five years; directly supervises division staff. 25% Maintains current knowledge of and compliance with all federal and state laws and rules on civil rights, equal employment opportunity and affirmative action, employment rights and opportunities for the disabled, Civil Service, Fair Labor standards, labor relations, Worker’s Compensation and Family Medical Leave Act rights; develops and oversees Agency Affirmative Action Plan; works with staff of Franklin County to ensure compliance with county Worker’s Compensation and health benefits policies; maintains communication with the Ohio Department of Administrative Services pertaining to job classifications, job audits and personnel actions. In conjunction with the Executive Director and the Children Services Board, develops all Hyman Resources policies, programs, classifications systems, and compensation plans in compliance with all applicable federal, state and county regulations. 10% Directs recruitment and selection process for all Agency temporary employees through outside employment agencies; conducts new employee orientation; reviews all position descriptions, including minimum and preferred qualifications; monitors job audit procedures; instigates and monitors performance evaluation system. 15% Oversees the Agency’s Labor Management relationship and contract administration including, but not limited to, coordinating the grievance and disciplinary procedure, resolving grievances and disputes, serving as Hearing Officer at pre-disciplinary meetings, preparing cases for arbitration, coordinating labor/management meetings and training staff about the union contract; coordinates representation of Child Services with the Franklin County Prosecutor’s office during SERB and SPBR hearings and other labor related litigation. 10% Routinely assists, advises, supports and trains Agency directors, managers and supervisors on personnel related issues; confers regularly with management staff to discuss and resolves specific Human Resources issues/problems; provides staff support to the Children Services Board Personnel Committee; serves on the Risk Management Committee of the Agency and assists in the development of policies and procedures related to risk management. 15% Directly supervises all Human Resourc…
