Capital Projects Manager

The City of Portland, Texas, is seeking a skilled and experienced Capital Projects Manager to oversee the planning, execution, and completion of the City’s Capital Improvement Program (CIP). Reporting to the Director of Public Works, this position is responsible for managing high-value projects, ensuring compliance with regulations, and collaborating with key stakeholders to enhance infrastructure development. The ideal candidate will have strong leadership skills, extensive project management experience, and a passion for improving city infrastructure. 1. Manages the design and construction of city-owned buildings and facilities projects from inception to completion, which includes: scope definition, establishing a project budget, negotiating and administering contracts with design consultants, coordinating with stakeholder groups, reviewing design drawings, bidding for construction, construction management, commissioning, occupancy, and project close out. May also serve as the Project Manager depending upon the project workload. 2. Negotiates and manages contracts with design consultants and general contractors, including establishing the scope of work, fees, change orders, and monthly review and approval of invoices/pay applications for compliance with the contract and progress of work. 3. Oversees bid processes, contract awards, and administration for construction projects. 4. Coordinates with internal and external project stakeholders to define programming needs and operational requirements of the facility. 5. Facilitates design review sessions with stakeholders at key milestones. 6. Manages the designated design consultants and construction teams by providing guidance and direction as it relates to facility design and construction activities. 7. Reviews design and construction drawings for compliance with applicable federal, state, and local building regulations and ordinances. 8. Implements updates to design and construction standards to improve clarity and prevent future issues. 9. Conducts frequent site visits to observe construction activities and ensure compliance with design plans, specifications, and safety standards. 10. Actively participates in the construction management processes by way of reviewing submittals, RFIs, change orders, ASIs, etc. 11. Exercises judgment in scheduling and coordinating activities between various parties, planning and developing projects, and negotiating contracts and schedules. 12. Manages all phases of assigned capital or special projects, ensuring alignment with city objectives 13. Develops and monitors capital project budgets, including forecasting funds for staffing, equipment, and project costs. 14. Provides reports and recommendations on capital projects to leadership. 15. Ensures timely processing of contractor payments and financial compliance. 16. Represents the Department and City by attending project meetings, public events, and speaking engagements; attends staff meetings; schedules and coordinates project meetings and activities. 17. Communicates and responds to residents and outside agencies regarding project inquiries. 18. Manage internal operational procedures related to capital project design, construction, and infrastructure management. 19. Schedules and coordinates activities between various parties, including developers, consultants, and contractors. 20. Oversee compliance with city policies, state regulations, and industry best practices for capital project execution. 21. Develop and implement strategies to improve efficiency, reduce costs, and enhance project outcomes. 22. This position is considered “essential” and requires mandatory attendance for in the event of storms, disasters, and or other similar events. 23.
