Capital Program Administrator -- Water Reclamation

**POSITION SUMMARY**: Oversee the planning, budgeting, scheduling, design, and construction of the wastewater plant capital improvements program, including interaction with elected officials, media, and regulators; and environmental monitoring and mitigation. The program will involve external agencies and be comprised of multiple large projects, likely occurring simultaneously, which constitute or support a major goal or operation of wastewater treatment plant. **ESSENTIAL JOB FUNCTIONS:** - Directs the preparation and implementation of work plans for all phases of the assigned program(s). - Manages, monitors, and revises budgets and schedules. - Reviews and evaluates proposed agreements. - Monitors and evaluates the work of assigned staff and consultants. - Directs and reviews project plans, project management reports, and presentations. - Oversees auditing of expenses and invoice processing. - Assists project managers with problem resolution. - Oversees construction management and inspection ensuring contract enforcement, quality control, and record keeping. - Coordinates staffing. - Directs construction claims analysis, claims negotiation, and claims settlement - Facilitates and/or improves contractor coordination. - Monitors design plan and specification preparation to ensure that program purpose and scope are being fulfilled. - Represents the City on program matters to external entities, member agencies, and partners. - Communicates the City's position, goals, and objectives on program matters to external parties. - Directs regulatory and environmental compliance including reporting, permit enforcement, compliance, and revision - Interacts with state and federal regulatory agencies as it relates to the assigned program(s). - Analyzes proposed and current legislation and governmental policies, rules, regulations, and industry standards and makes recommendations for amendments and policy positions as applicable - Proposes legislation - Develops partnerships for legislative and regulatory advocacy - Works with internal resources, external interagency, and business groups on various program issues - Determines their impact and develops recommendations for compliance **REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:** **Knowledge of:** - Engineering principles - Construction methods - Cost Control and Forecasting - Engineering economics and evaluations - Relevant federal, state, and local laws - Contract administration - Budget concepts and procedures - Sanitary collection or treatment systems - Value engineering **Skill in:** - Management and supervisory methods and techniques - Team building - Project Management - Oral and written communication **Ability to:** - Build cooperative working relationships with others. - Present information orally and in writing - Analyze business processes and develop recommendations for improvement **REQUIRED EXPERIENCE, EDUCATION, AND CERTIFICATIONS:** - Graduation from an accredited college or university with a Bachelor’s Degree in Engineering, - Five (5) years of professional engineering experience in project management, of which two (2) years must have been at a supervisory level. - Must be registered in the State of Ohio as a Professional Engineer at time of appointment. - Must possess a valid Driver's License. **PREFERRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS:** - A major in civil, chemical, or environmental engineering is preferred. - Experience with sanitary sewer collections and/or treatment preferred. **PHYSICAL DEMANDS:** **The physical demands described within this job description must be met by an employee to successfully perform the essential functions of this job.
