The Business Development Officer (BDO) performs intermediate-level program administration, compliance coordination, and stakeholder engagement for assigned incentive programs. Working with moderate supervision, the BDO manages day-to-day program activities, conducts detailed compliance reviews, and provides technical guidance to businesses and partners. This role requires the ability to interpret program rules, coordinate with internal teams, and ensure accurate and timely execution of program requirements. An ideal applicant would possess the following competencies: **Demonstrating Accountability:** The ability to take ownership of actions, behaviors, performance, decisions, and outcomes. **Driving Results:** The ability to set and pursue goals, maintain focus amid competing demands, and deliver results. **Thinking Critically:** The ability to analyze information objectively, identify connections across sources, and form logical, well-supported conclusions. Three years of experience in economic research or development, financial services, international relations, marketing, or real estate; OR Six years of full-time work experience in any field; OR A bachelor's degree. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Review, process, and complete program documents, reports, compliance submissions, and other required program activities. - Conduct detailed compliance reviews by verifying eligibility, performance benchmarks, supporting documentation, and program requirements.Ensure compliance with applicable statutes, program rules, policies, and internal procedures, identifying and escalating discrepancies or non-compliance as appropriate. - Prepare recommendations, summaries, correspondence, notices, and status updates for management review and program administration. Maintain accurate electronic and physical program files, tracking systems, dashboards, and reporting tools. - Monitor reporting deadlines, compliance requirements, and documentation to ensure timely processing and completion of program activities. - Support compliance monitoring, audits, quality assurance reviews, and preliminary reviews of submissions for completeness and accuracy. Coordinate follow-up with businesses to obtain missing information and resolve outstanding compliance issues. - Provide guidance to businesses, consultants, local partners, and internal staff regarding program requirements, timelines, documentation, and compliance expectations. - Coordinate with legal, fiscal, and other internal teams to resolve program issues and support project implementation. Participate in meetings, briefings, outreach activities, and educational efforts to promote program understanding and engagement. - Recommend and implement process improvements, workflow enhancements, templates, standard operating procedures, and guidance materials to improve efficiency and consistency. - Assist with workflow coordination, scheduling, and administrative functions, and provide informal guidance to junior staff as needed.
