Building Official

The purpose of this position is to plan, review, organize and direct the building department by inspecting new and existing buildings and structures to enforce conformance to building, grading, and zoning laws and approved plans, specifications, and standards. This is accomplished by performing the inspections to meet code requirement on quality of work done by the contractors; noting any code violations and verifying compliance with code; developing and implementing a backflow program and maintaining records of annual backflow report; developing and implementing a Fats, Oils and Grease program and maintaining records and enforcement; and reviewing permit applications, submittals and progress by overseeing all aspects of construction and occupancy. The position also closely coordinates and communicates with all other Public Works and Development divisions and staff, Fire Department and Administration to ensure communications and teamwork focused approaches are maintained. 1. Building Inspections 1. Read detailed plans and blueprints, inspect residential, commercial industrial, and other buildings during and after construction to ensure compliance of building, grading, zoning and safety laws and approved plans, specifications, and standards 2. Receive and process applications for zoning, rezoning, subdivision plats and variances 3. Interpret and explain legal requirements and recommends compliance procedures to contractors, craft workers, and owners 4. Identify violations on unsafe buildings, issue notices for corrections to persons responsible for conformance 5. Inspect additions to existing buildings 6. Inspect and detect building with code violations, safety hazards and substandard conditions, may recommend condemnation if necessary 7. Issue building, electrical, plumbing, mechanical and house moving permits 8. Deny permits, determine which legal and regulatory procedures apply, provide professional building advice and assistance 9. Obtain evidence and prepare reports concerning violations which have not been corrected 10. Maintain accurate inspection records and prepares reports for use by administrative or judicial authorities 11. Respond to and resolve difficult and sensitive inquiries and complaints 12. Enforce building codes and regulations with tact, firmness, and impartiality in stressful situations 13. Essential position requiring mandatory attendance in the event of storm, disaster or other circumstantial event 2. Plumbing Inspection 1. Check rough in plumbing and top out phase in the field 2. Inspect water and wastewater lines. 3. Inspect gas lines. 4. Crawl into the tunnel to inspect underground plumbing 5. Implement and enforce the backflow prevention program 6. Implement and enforce the Fats, Oils and Grease program 3. Mechanical Inspection 1. Crawl into attic crawl space to inspect air handler and roof top units, including mechanical cover 4. Electrical Inspection 1. Inspect wiring/re-wiring of structures, additions, or upgrades to services and inspect electrical meter 5. Other duties 1. Establish and maintain effective working relationship with all other city departments, city officials in the public and private sector, and the general public 2. Review and update building and property maintenance codes to ensure constitutional compliance with state and federal laws; stay abreast of new and amended state and federal codes and ordinances 3. Prepare reports; monitor and obtain information from computerized database, input various types of date in support of building inspection activities through membership in professional affiliation/organizations 4. Provide assistance to code enforcement personnel 5. Ensure liens associated with code enforcement actions are properly applied and recorded 6.
