**GENERAL STATEMENT OF JOB** Under general supervision, assists the Director with management of the operations and staff of the Department of General Services. The Department of General Services consists of vehicle fleet services, and properties management services for the city. Reports to the Director of General Services. **ESSENTIAL JOB FUNCTIONS** Assists the Director with managing personnel, budget and other resources within the department; with organizing the efforts of the various divisions by defining responsibilities and prescribing reporting relationships; with setting priorities and allocating personnel, budget and resources to those priorities that best interpret the City’s vision; hiring, with scheduling and evaluating employees; with establishing and communicating performance and organizational goals to staff for services and personnel. Manages maintenance, repair, renovation and construction of City facilities, buildings and building systems; manages contractors, contracts and special projects. Defines, establishes, and monitors goals and objectives for the divisional programs within the broader context of department-wide operational requirements. Assists with providing leadership and strategic direction through subordinate staff for overseeing the waste management, vehicle fleet services and properties management functions of the city; develops policies and procedures to meet overall city needs and objectives; ensure that regulatory requirements are in place to meet legal requirements of federal and state agencies; and promotes cost effectiveness in departmental operations. Assists in monitoring and preparing the operation and capital improvement budgets. Assists with the development of proposals and reports as requested by City Manager and City Council and presents recommendations to City Management, City Council and to other groups. Ensures reports, studies, and plans are appropriately processed in accordance with federal, state, and city laws and ordinances. Recommends standard operational practices, policies and procedures for department. Ensures that divisions are in compliance with city practices, policies and procedures. Manages the department’s disaster preparedness program in response to hurricanes and other inclement weather conditions requiring response for damage assessment inspections and cost estimates to infrastructure improvements assigned to the department. Provides oversight and preparation of the department’s Continuity of Operations Plan for assessment of its capabilities and functionality. Performs other related work as required. Individual assignments will be determined by supervisor based on current workload and department needs. **Knowledge of Job:** Has general knowledge of local, State and federal laws, ordinances, rules and regulations governing waste collection, vehicle services, and properties management services. Has general knowledge of city policies, procedures, rules and regulations. Has general knowledge of inventory recordkeeping to include safe, effective, and efficient handling and storage of stock, material, tools and supplies. Has general knowledge of equipment and systems to effectively operate and maintain a fleet, its maintenance records and replacement programs including acquisition and surplus disposal techniques. Has considerable knowledge of the principles of supervision, organization and administration. Has general knowledge of the principles, methods, and techniques of public administration. Is able to plan, direct and coordinate the work of subordinate employees. Is able to use common office machines. Is able to compile technical information from a variety of sources and prepare clear and concise reports. Is able to exercise considerable initiative and independent judgment in analyzing and applying standards to a variety of situations.
