However, candidates eligible for H1B transfer will be considered.** **Summary of Responsibilities:** The Assistant Director of IT Application Development serves as both a strategic and operational leader for the organization’s enterprise pension system. This role oversees the design, development, implementation, and support of application solutions while ensuring alignment with business goals and industry best practices. The position leads high-impact development teams, drives adoption of modern software engineering practices, integrates GenAI technologies to improve delivery velocity and quality, and shapes pension system’s technology roadmap. Responsibilities also include vendor management, KPI-driven performance improvement, and comprehensive application lifecycle management (ALM). The role maintains operational excellence through strong leadership, culture guardianship, personnel management, policy compliance, and nurturing human assets. The Assistant Director – IT Application Development plans, coordinates, supervises all activities related to the design, development, and implementation of the pension system. Also, directs and guides the managers, reviews different project requests, timeline estimates, and costs. Develops, distributes, supports, enforces, and integrates metrics, best practices and technology standards across the development team. Also, responsible for pension system’s technology road-map, change advisory board (CAB), system support, vendor management, and application life-cycle management (ALM). Administrative responsibilities include – personnel management, policy compliance, talent training and development. **Essential Duties and Responsibilities:** - Partner with the Chief Technology Officer (CTO) in overall strategy, management and oversight of both human resources and enterprise pension software solution - Maintain and evolve the pension system technology roadmap to meet business needs, vendor’s product direction, and public pension innovation trends. - Forster strong relationship with the product owner and business partner to anticipate needs, new features and capabilities, priority and ultimate software releases. - Lead, coach, mentor, and grow application development teams (business analysts, developers, QA, application architects), fostering a strong and innovative software development culture and talent pipeline. - Strategize and implement responsible GenAI (and Agentic AI) technologies to improve productivity, efficiency, quality, and delivery velocity. - Strengthen the development team’s adoption of Agile practices by evaluating current workflows, identifying opportunities for improvement, and leading initiatives that advance overall Agile maturity. - Champion KPI-driven improvements by capturing and analyzing development metrics, identifying and eliminating friction points to ensure predictable delivery cadence - Oversee and coordinate all IT application development activities, ensuring alignment with departmental and organizational strategic goals. - Enforce SERS policies and manage employee relations matters appropriately. - Cultivate a unified "One IT" culture across the department and leadership team. - Ensure project management rigor across all IT development initiatives overseeing scope, budget, risk, and schedul…
