In addition to maintaining over 20,000 lane miles of state highway and 4,100 bridges, WSDOT leads an award-winning Active Transportation Plan, manages the world's longest floating bridge, and operates the largest ferry system in the nation! **The Opportunity** WSDOT is seeking a detail-oriented and collaborative Transportation Engineer 4 to provide advanced support to the Bridge and Structures Consultant Delivery Engineer in managing consultant contract procurement, negotiation, administration, and closeout activities that are essential to the delivery of statewide transportation projects. This position supports the full lifecycle of consultant agreements, including advertising, selection processes, contract development, document preparation and editing, modifications, and final closeout in compliance with applicable state and federal regulations and in coordination with the Headquarters Contract Services Office. By ensuring timely and accurate execution of consultant contracting functions, this role directly supports WSDOT’s mission to deliver safe, reliable, and cost-effective transportation solutions that strengthen communities and economic vitality. Operating under general direction, this position exercises independent judgment in assigned work, provides technical guidance to project teams, and may represent or act on behalf of the Bridge and Structures Office to ensure continuity of operations. **What to Expect** Among the varied range of responsibilities held within this role, the Assistant Consultant Liaison will: - Participate with and support the Consultant Delivery Manager in obtaining consultant services for the Bridge and Structures Office. - Develop requests for consultant services, advertisements and second-tier selection, ensuring consultant procurement procedures comply with state and federal regulations as well as departmental policies and procedures, meeting all contracting requirements. - Participate in and facilitate negotiations of structural support contract’s scope and fee. - Prepare structural consultant agreements, supplements, task orders and other documents for review and signature. - Prepare negotiation notes, Letters of Authorization, and other contractual documents as needed. - Develop and distribute correspondence related to agreement negotiations, compliance, or administration. - Review contract documentation for completeness, accuracy, including organizing and storing for contract administration, reporting and record retention. - Facilitate contract performance evaluations by coordinating with Project Managers, to meet contract requirements. - Facilitate Commercially Useful Function (CUF) reviews by coordinating with agreement managers, to meet contract requirements. - Process agreement invoices for payment. - Participate in and/or manage resolution of disputes regarding contractual matters, payments and audits. - Ensure Project Managers and Region Managers are kept up to date by communicating any contract negotiation or compliance issues. - Respond to technical questions from internal personnel and local agencies regarding state and federal rules, regulations, procedures, policies, selection methods, negotiations procedures, and other contractual matters that arise. **Qualifications** To be considered for this opportunity, the following competencies are required: **Technical Consultant Contracting & Agreement Administration** - Demonstrated experience developing, administering, and/or supporting consultant procurements and agreements, including preparation, negotiation support, documentation, modification, compliance monitoring, and closeout activities in accordance with established contrac…
