The City of West Sacramento is seeking a detail-oriented and highly organized **Administrative Analyst I/II/Senior** to support the daily operations of the Water Treatment Plant. This position serves as the primary administrative and resource for plant operations, helping ensure compliance with federal, state, and local drinking water requirements while maintaining accurate operational, financial, and regulatory records. Under general direction, the Administrative Analyst I/II/Senior performs a wide range of administrative, analytical, and compliance-related duties in support of Water Treatment Plant operations. Responsibilities include coordinating and maintaining regulatory reporting systems; tracking water quality data, sampling schedules, and laboratory results; preparing compliance reports for agencies such as the EPA, State Water Resources Control Board, Regional Water Authority, and other regulatory bodies; and maintaining records required for audits, inspections, and water quality assurance programs. This position also provides critical administrative support to plant supervisors and staff by managing correspondence, coordinating meetings and training sessions, processing invoices and purchase orders, tracking chemical usage and inventory, and supporting budget monitoring and procurement activities. The ideal candidate is highly organized, proactive, and capable of managing multiple regulatory deadlines in a fast-paced, highly regulated operational environment. Strong analytical skills, attention to detail, and the ability to accurately compile and submit technical and compliance reports are essential to success in this role. Preference will be given to candidates with: - Experience working in a water treatment plant, water utility, environmental compliance program, laboratory environment, or similar regulated public utility setting. - Experience preparing, compiling, and submitting regulatory compliance reports including Electronic Annual Reports (EAR), water quality reports, water loss audits, sampling reports, and other state/federal reporting requirements. - Experience working with drinking water regulations including EPA Safe Drinking Water Act requirements, State Water Resources Control Board regulations, and related county or regional water authority standards. - Experience tracking and managing water quality sampling schedules, chemical usage and inventory records, laboratory results, chain-of-custody documentation, and compliance databases. - Experience supporting audits, regulatory inspections, or compliance reviews including document preparation and data verification. - Experience processing invoices, purchase orders, procurement requests, and budget tracking in a public agency setting. - Experience coordinating administrative operations including scheduling, records management, correspondence, and public communication. - Strong written communication skills with experience preparing technical, regulatory, or compliance documentation. - Ability to manage competing priorities and regulatory deadlines in a highly structured operational environment. **DEFINITION:** *All Levels:* The Administrative Analyst provides technical and administrative support to a Department Head and/or manager. This position may also provide support to a specific departmental program. *Administrative Analyst II/Senior:* May exercise direct supervision over assigned subordinate staff. **SUPERVISION RECEIVED AND EXERCISED:** Receives direction from the Department Head and/or designee. May supervise volunteers, temporary employees and/or student interns. **CLASS CHARACTERISTICS:** The Administrative Analyst I is the entry level classification in the Administrative Analyst career series.
